
BY-LAWS OF WORLD SOKOL FEDERATION AND RULES OF PROCEDURE
(in force since 7 July, 2006)
Representatives of American Sokol, Česká obec sokolská, Sokol na Slovensku, Slovak Sokol USA and Czechoslovak Sokol Abroad are aware of their responsibilities toward Sokol and arising from traditions of 130 years of Sokol and its stated principles, accepted during their meeting on 30th October 1993 in Prague a resolution on the establishment of WORLD SOKOL FEDERATION.
Name and Seat
Name of the organizations is World Sokol Federation and its seat is Prague, Tyrův dům. World Sokol Federation is formed according to the Czech legal rules and in its activities is governed by these legal rules.
Mission
1) The mission of World Sokol Federation (the "Federation") is the mutual desire to propagate and implement the ideas of Tyr and the Sokol program.
1)The main mission of the Federation is coordination of activities, discussion of mutual relationships and contacts and spreading of Sokol program and awareness of it.
2)The coordination of activities includes all aspects of Sokol education, especially physical education, cultural education, and organization. The form of this coordination can be for example exchange of officials, arranging for schools, short exchanges (camps-) and similar.
Membership
1)The founding members of the Federation are American Sokol, Česká Obec sokolská, Sokol na Slovensku, Slovak Sokol USA and Headquarters of Czechoslovak Sokol Abroad.
2)Becoming a member of the Federation is possible on the basis of an application from every other existing or future independent Sokol organization, active outside the lands of Czech Republic, which
a)follows the work of Tyr ;
b)is a selective organization with own rules ;
c)is an organization with a central activity on the territory of at least one country and in its groups are at least 5 units with minimal count of 500 individuals. Exceptions are decided by the Federation Board of Directors. (the "Federation Board")
2)Condition for acceptance of a new member is the submittal of its valid statutes and concurrence of a majority of members of the council of the Federation.
3)The right of the members is participation in mutual work and activities of the Federation, management of the Federation and use of all benefits flowing from the membership.
4)Membership in the Federation does not limit independence and decision making of the individual members of the Federation.
5)The responsibility of the members of the Federation is to pay membership contributions and to fulfill the decisions of the Federation Board.
6)Resignation of membership in the Federation does not end the responsibility to settle mutual obligations.
Organization
1)The highest body of the Federation is the Federation Board. Each member of the Federation sends to the Federation Board two representatives with a single voice for their organization.
2)The statutory authority of the Federation is the President of the Federation, who is elected for a three year term by the Federation Board from their midst. The President of the Federation chairs the Federation Board, directs the activities of the Federation according to the decisions of the Federation Board and answers for its activities. The Federation Board elects for the same period two Vice-Presidents, who in order determined by the Federation Board stand in during period of absence for the President with full extend of privileges, duties and responsibilities and further the Director of Men and Director of Women.
3)The administrative activities of the Federation are handled by the secretary who is appointed after the agreement of President of WSF and President of COS and who is an employee of the office of ČOS.
4)The President convenes the Federation Board as needed, however as a minimum once a year. The President must, however, convene a meeting of the Federation Board, if the majority of members of the Federation Board request it.
5)The Board has the quorum if the simple majority of the member organizations
representatives are present. The respective decision is adopted if the majority of the
present members vote for it.
6)The issues regarding the changes of the membership in the Federation and the changes of the By-Laws of the Federation must be communicated to the member organisations at least one month before the respective dealing at the meeting of the Board.
7) The Federation Board presents once a year a report of activities of the Federation to the
member organizations
7)The Federation Council has the right to bring up to its organizations:
a)changes to these by-laws of the Federation
b)establishment of special purpose expert committees.
Operations
1)Expenses arising from the activities of the Federation are covered by membership dues, possibly from other payments of members of the Federation, further from subsidies, gifts, collections, inheritances and bequests, which came, also from undertakings directed by the Federation Board and from assets.
2)Membership contributions are for all members of the Federation uniform and are payable in currency of the country where the member is active, converted at the existing rate of exchange.
3)The Federation concentrates the financial resources for covering its own essential expenses, possibly for other programs according to the decisions of the Federation Board.
4)The assets can only be used for purposes jointly beneficial per Article 2.
5)The Board elects on basis of nominations from member organizations three-member oversight committee for a three-year period.
Dissolution of the Federation
The dissolution of the Federation will occur:
1)a - by unanimous decision of all members ;
b - decline in membership to a single organization.
2)In case of dissolution of the Federation, the entire assets will be divided among member organization of the Federation in equal portions, as long as these organizations are members of the Federation to the day of dissolution.
